New Link Exchange WP plugin

Hi Guys,
I'm in the process of building a link exchange WP plugin. I'm new to the Arcade biz and am a bit sceptical about 2-way link exchanges, so here are the conditions I am thinking for the plugin - would love your feedback and ideas:

* Only accept 3-way or more link exchanges (no reciprocal)
* Use exact match anchor names for links:<a href='url'>Keyword</a>
* 2 way links not accepted
* Link must exist offsite before submitting link for analysis
* Links must not be 'nofollow'
* Links Must stay live or reciprocal link will be removed.
* PR1 minimum

The script would check the conditions automatically and would be put on a cronjob to check whether the links stay up.

What do you think? Would this work or are the conditions too rigorous?

Would be great to automate the handshake as well somehow... so that you have the option to put this on autopilot or at lease semi-automatic.

Not sure if it would be free o freemium or paid, still gathering thoughts on it - would you use something like this? What else would be good to have?
